Which card would you recommend buying at the moment

I was looking at the sapphire Vega 64 but my psu doesn't meet the recommended 850 mine is 750 only

I only want 1440p/1080p

Which PSU do you have?

Vega 64/56 unless you PSU is trash then Vega 64/56 plus a new PSU.

GTX 1070 and 1080 are overpriced atm, 1070ti is alright but not as good as the AMD options.

You shouldn't have a problem with your Seasonic 750W :)
Pay a visit at the owners discussion to find power cutting settings, which improve performance also.
 
Go Vega 56 your PSU should be fine it will run 1440p just fine, using a 1440p monitor myself.

The money you'll safe send it on beer and pizza and enjoy your new GPU while gaming..:)
