Which GTX 470 with £200

Some of the 470s with better coolers have been coming up for 200, just keep an eye out for them. Otherwise as per stulid.
Running a MSI GTX470[stock mv is 950mv] here, no prob's OC'ing too 800/1600/1800 1000mv then to 850/1700/2000 1025mv on Air, before l added a H2o Block. To lower fan noise down make a fan profile with MSI Afterburner which you use for OC as well, max fan speed in profile 60%. 
As said above you might be best off with the cheapest, I got an MSI GeForce GTX 470 Twin Frozr II and can only get it to 800/1600/1800 but it is quiet, reading the forum these speeds appear to be standard OC for these cards, suppose it's just the luck of the draw.
id imagen theres gonna be a price shake up over the comming weeks with the new AMD cards comming out... also the gtx570, (5870 already down to £179)
