Which Internet?

A friend of my parents has enlisted my help in getting a new computer + broadband. The PC is pretty much sorted, and he's on dial-up at the moment. However, putting his phone numbere into BT's site gives the staggeringly fast speed of 0.5Mbps, which is rubbish. No cable is there either.

This is the local exchange for him, but he lives in the small village of Bishops Tachbrook, about 3 miles south, which probably explains the slow speeds.

The likes of BT and such are going to be useless, since they charge around £15 for up to 8Mb, are there any providers that would charge a small ammount for such a slow speed, or are there any other alternatives?
 
Be lite/o2 as suggested above. As stated, they may not take you him due to his line stats but you might be lucky enough to be able to squeeze through...and you'd probably get more than 0.5mbit.
 
Sky offer free 2mb/2gb connection. You need to pay £16 a month for their TV subs though.
