What would be better to get, an PENTIUM 4 PROCESSOR 3.6 GHz, 800 FSB SKT 775 560J which has 1mb cache, or an Intel Pentium 4 processor 650 3.4GHz 2Mb 775 with 2mb cache?

Go for the 650. It'll run cooler and overclock better than the 560J. The 200Mhz will make next to no difference as the extra cache makes up for it.
 
The 650 would win for me, more cache, runs cooler, and we'll twist your arm into clocking it, even if its that 200mhz :) Even if I was running at stock, I'd take the 650.
 
650 for sure. The 5xx series simply run too hot for my liking. 650 runs cooler and has more L2 cache, while the 560J will turn a cold room into a blast furnace in the winter. Always a plus I guess :o
