Which is better for CPU cooling intake air or blow out the hot air?

does it depend on the case or heatsink?

You need both. Intake at the front and bottom of the case, exhaust at the top and rear. Ideally also align you cpu cooler so that it's blowing the hot air towards a exhaust fan. If using a single AIO then mount it in the rear or roof exhaust position exhausting air from inside the case.
