Which ISP? (Need a Change)

I am currently with Virgin and am suppose to get 4 Mb download speed. Currently I get slow down at peak times down to about 0.5 Mb. This problem has been confirmed by Virgin and they claim that they are "getting round" to sorting it out.

Is there any ISP avalible that doesn't get slow down at peak times?
If not, is their anyone in the Edinburgh area that could comment on there connection.

Yes, there are loads of ADSL ISPs but if the OP is on cable he doesn't have access to them until he gets (and pays for) a BT phoneline.

I am aware that I will need a BT line, but before getting one installed I want to find out if the problem is ISP wide or just Virgin.
