Which ISP to go with?

So currently with Virgin 30mb I believe with their bundle with the TV/phone, but their Internet it total garbage (4mb max, was getting 20 3/4 years ago) and the tv service is simply hilarious compared to sky.

So now that rants over can anyone recommended the ISP with the fastest most stable Internet available in the UK (Belfast more specifically)
