Well it depends what voltages are needed to achieve those timings and frequencies really. If the 2000Mhz RAM needs much higher volts than the 1600 then you could probably overclock the 1600 to close to the same frequency by increasing the volts and relaxing the timings.
In that case the 2000MHZ will definetly give you more possibilities when overclocking and is the better RAM. May not guarantee a better CPU overclock but will give you more options in how you reach it. It will be faster anyway as RAM in its own right although you probably wouldn't notice the difference.
Having just checked the specs of that motherboard I am not even sure that 2000mhz RAM is supported. It appears (at a glance) that 1800mhz is the maximum for that board.
The first set offer quite a large boost to memory bandwidth, the second set offer a slightly lower latency. *If* the price was right and *if* you are sure its possible to get DDR3-2000 running at full speed on an AMD platform then I think the first set look the best!
