The fuss is generally about the colour reproduction, which is a fair bit better in VA and IPS panels than in TN panels. If this hasn't bothered you in the past then it's not likely to suddenly start bothering you now, so you can safely ignore the issue and get a much cheaper TN panel screen.

Regarding choosing between the two screens, they have different panel sizes but the same resolution so the dot pitch will be slightly larger in the 28" model. That means images on the 26" will look slightly smoother but at the cost of the overall size being smaller and small image features being harder to see. Beyond that I can't comment much as I've not gone beyond 24" in my own screens.
