Which Option Is Better?

I'm using the HomeHub 3 and I'm getting 13MB download and 1MB upload according to the router stats, the router is downstairs and I've a computer upstairs which I don't want to run a cable around the house, so which alternative option 1 or 2 is best for connection speed?

1. Get a powerline adapter but all my wall socket is being used, so the powerline adapter downstairs will have to be plugged into a power extension and the upstairs powerline adapter has to be plugged into a 3 way power block

2. Get a wireless network PCI-E card and slot it in the motherboard and use wireless connection from the router

3. Get a powerline adapter that has a pass-through so you can plug something else into it and not lose a socket
The upstairs computer will only be used like twice every week so I don't want it to be turned on when not in use, the wall socket switch isn't an option as I did this before and after half an year, I had to replace the wall socket as the switch was broken

Presumably you're talking about Mb rather than MB? Assuming you are then either option should easily handle it.

Powerline adapters will work on extension leads, just not as well. In this case they'd probably still work well enough to handle your connection speed.

Both option will give me the same speed?

Either option should be fast enough to easily handle a 13Mb/1Mb broadband connection.

If you're also wanting to transfer files between devices on your LAN then that's a different consideration.
