I looking to download or buy a full version of a PDF software

Can anyone recommend

Which is best

Foxit or Adobe ?

What are you actually looking for? If it's just a reader (as per your title) then you don't need to pay for anything - either the Adobe Reader or Foxit Reader are both free. Adobe Reader is quite bloaty these days, so I tend to use foxit reader - never had any problems.

If you just need to create PDFs from existing documents then PDFCreator or DoPDF are both free options that work well.

Anything beyond that though - e.g. editing existing PDFs, merging and amending, then I would stick to the paid for Adobe, as having tried some of the cheaper solutions, you do get what you pay for in terms of ease of use and compatibility.

If it is just for viewing PDF files then I highly recommend SumatraPDF.

If you're using windows 10 the 'reader' app isn't bad for pdf's and it has built in pdf printing (still prefer acrobat for work stuff though personally) which isn't bad either

Another vote for Sumatra reader here, used it for years, good little program.

Will be scanning my magazines and turning them into pdf`s

In that case then the scanner software you have should have the option to save the scanned file as a PDF, it doesn't rely on the PDF reader you have installed.

For just reading, I use Chrome.

The readers I tried were all bloat filled crap. Now I just use Firefox browser to read pdfs

As already mentioned - 82Mb Installer for latest version, ~200Mb installed.

Version 4.0 for example was a 5Mb download and has it really moved on much? The fact it has such a large footprint is why it needs security updates so often.
