which program to adjust a 3pin fans speed ?

just removed my 4pin fan i had, back to a 3pin fan, i cant control it in the BIOS

id like to adjust the RPM speed manually

nothing, cant adjust them
but on the 4 pin fans i can, just not the 3-pin one

yeah my CPU fan (Noctua)
i dont think i have cpu_opt on my motherboard, ill have to check
