which quad is best?

i have a Q8200 slow i know but was thinking of getting the Q9550 as i whish to get 4Ghz?
would this be an ideal chip to use or can anybody make any suggestions? as to which chip is best to clock up to 4ghz?

board is an asus p5q-e and recently purchased 8gb ddr2 1066

3.2hgz is my max oc any more and its unstable.
can you still hit 4ghz with 9450?

so what sort of performance hardware do you need to hit 4 ghz without spending big money? if its at all possible? if not what chip and max oc do i settle for?

i7 920 looks really nice and so does i5 750, toooo many choices!
i will play with my board for now and give the i5/7 some thought, if not the 9650.

installed 8gb ram now i cant get above 2.8ghz! spent two hours constantly playing with bios with now luck. all setting are bios standard every time i start to adjust setting from auto to known values system becomes unstable?
