Which RAM is Better?

Bit of a RAM noob here, so I thought you experts would be able to tell me :p My brother is into Video Rendering and Visual Effects so will need a decent system to handle it, My brother is on a i5 that will eventually be OC'd, I just need to know what RAM you would reccomend for the job. Ohh BTW he's on a 1156 Mobo :). Would 4GB of a faster Mhz be better than 8GB of a lower Mhz?. And price is an issue ;) so dont spec a crazy price lol.

The speed the ram runs at is just set by the BIOS, for a i5 1156 system, I think the stock speed is 1333mhz, 1600mhz ram will just allow you to overclock to that speed, it will work at the lower 1333mhz speed.

For video editing etc, 8GB is more beneficial

Is there any obvious perfomance bump from getting lower latency memory? I've built a SB based system using C7 DDR1600 and am about to build a second one. Should I go for higher speed memory at the cost of lower latency, or stick with 1600MHz stuff and drop the cost by getting C9?
