Which renderer does these effects?

Hi, i found this picture in my pictures folder that I made a while ago (nothing special) and the effect I used was from a freeware 3d rendering program.
I can't for the life of me remember what it's called though.

Any ideas? i think it's quite popular among abstract rendering communities:

Blender is free software. Is that what you're thinking of?

it's not that, it was a renderer which seemed to only be able to do those whispey effects.
