Which set up is better?

H all, I've just finished building my new rig and have a quick question. My memory is rated at 9-9-9-27@1600Mhz I can tighten this to 9-9-9-24@1600Mhz but no further and remain stable. I have however also got the system stable at 7-7-7-20@1333Mhz.

Which of these timings would be better? I am aware it will only be marginal but which takes precedence? Frequency or timings?

What are the specs on the rest of the system.

Run Memtest86+ and look at the speed and then you can tell which is faster.
