It's killing me. We've been whistling it in the office all afternoon... it's some old TV show like Record Breakers or Question of Sport or something...

Hmmmm... i've never listened to Radio 4. Maybe i'm getting it confused with a similar theme tune to something else. I thik it sounds a bit like the Question of Sport theme tune, perhaps it's that.
