Which speed for Overclocking?

Atm im doing some research into maybe upgrading to i7, should cost too much if i sell my current parts first etc.
Although i may wait for the lynnfields or later i7's..

But whats bugging me is what speed should i be looking for, i have an idea but not 100% sure.
As ill be wanting to go 4ghz+, which makes PCI3-12800 the maximum for a optimal OC right? Obviously depending..
So would be it be ideal to still get PCI3-16000+ for the headroom, or is that a waste of cash.

But also im looking at these motherboards with memory controllers rather than a NB, so wouldnt i be able to run memory at a higher speed then and still be stable?
 
What counts as stupidly high? I'm on good water at present, and likely to be on chilled water before the machine becomes eol. I'm struggling to make sense of the ram speeds for i7.

I think the PC3-12800 (1600MHz) are good for 200bsck but no higher without clocking the memory, am I right in this?
