Which ultra-low-bitrate video codec?

I need to encode a lot of video content for internet distribution. which codec would give the best results at around 50-100mb for an hour of footage? It is all low motion content, mostly just a bunch of guys sitting around in a room. Live streaming is not important as the material will always be downloaded first.

Something like xvid, there are better codecs out there but they are usually much slower and not needed for this type of content.
