Which way should psu go?

Up if you have a grill/hole at the top so the air has a place to move around, down if not.

Your PSU shouldn't be running into heat troubles either way and it wouldnt really make things cooler. As lower powered PSUs in low power systems don't run hot enough to affect any components performance on its own.
