Which would be quieter?

Right, i am currently cooling my conroe with a big typhoon, i was just wondering if i replaced the fan that comes standard with the typhoon with an asaka amber, would it make much difference in noise?

Probably, as Thermaltakes noise figures are usually way off the mark. Don't forget though that you might also lose airflow as well and that means higher temps.

the amber would deffo be quiter only something like 18dba

IMO the fan that comes with a Big Typhoon is very quiet...but also not very powerful.
