Whilsting noise coming from PC, dying PSU?

I can't really tell what it is. I've stopped the GPU fans, CPU fan and case fans momentarily which has led me to believe that the PSU is making a whistling noise. It's unbearable tbh. Vid.

Specs:

i7 9700k
RTX 3070
32GB DDR4
Evga 650w GQ Gold
MSI MPG Pro gaming carbon ac
 
Recording is far from clear, but that description points to coil whine.
Which can come from anything having any "digital"/switching mode regulators.
Did it start recently and after you got that graphics card?

Okay, I just unplugged all my hard drives and turn the PC back on. It turns out it's the hard drive making the noise. It's a 3tb drive connected through sata.
 
Maybe that drive is wearing down in some way.
Or it could be also be some kind interaction with other changed component.
(some current draw happening in resonance etc)
