White tape on graphics card?

Took apart my graphics card as it maybe broken. And it has little bits of white tape on parts of it.

What are these for?

Are they to stop shortages or something else?

Yeah I thought they were thermal pads but not 100% sure. I need to replace some of them. Can you get them on here?

Is that it?

Do I have to use that or can i use CPU thermal paste?

The pads on the graphics card just fell off. They were really dusty. So need replacing. trying to upload a picture of part of the card.
