Why are my temps so high? (E4300)

Never done any overclocking, but thought i'd give it a try as the E4300 was supposedly so easy to overclock.

Managed to get to 3ghz at 1.45v but my temps are very high 37-39 idle or 67-70 at full load in TAT or orthos. Seems a little on the high side to me? I'm using an Artic Cooler Pro, not really interested in changing it to be honest. Would it be worth knocking the speed down to 2.8ghz to loose some heat?
 
Yep, reseated the CPU and HSF last night and applied some original artic silver (from about 7 years back ;)) to the CPU. Just a very very thin layer.

I have dropped my volts down to 1.35v but still at 3ghz and it booted (although it didn't yesterday at 1.4v) which has dropped my temps to 34c idle and 57-60c at full load. Can't understand how dropping the voltage by 0.1v has resulted in a drop of ~13c.

Just hope it boots from cold :)
