Why are only 4 out of 5 primary timings marketed?

Why do we only get 4 out of the 5 primary memory timings marketed on ram?

Is it because RAS to CAS is actually two values (Read Delay and Write Delay) which is just displayed as a single value?

So for example 16 16 16 36 means the 'RAS to CAS read delay' and 'RAS to CAS write delay' are both 16?

Because the primary timings are 5 sets of values:

DRAM CAS Latency
DRAM RAS to CAS Read Delay
DRAM RAS to CAS Write Delay
DRAM RAS PRE Time
DRAM RAS ACT Time

Those are the 5 primary timings for any ram sticks so why are we ever only told about four of these values?

So lets take for example the 8 Pack CL16 3600MHz ram.

Specs say CAS 16-16-16-36 but as you can see there are in fact FIVE primary timings.

So where is this mysterious Houdini 5th timing?
