Why can i only run memory at 137 when it should be ok at 200mhz when ocing

My friend says i should be able to have memory still at 200mhz but i cant without crashing i tried to explain when i bump the fsb up the ram even tho its clocked down with divider its actually performing faster due to the fsb increase.

But he says the fsb shouldnt effect the ram. Who is right?

As my oc is..

amd 3800+ X2 stock is 2ghz i think and its at 2.75ghz now.
ram default is 200mhz but its on a cpu:20 divider as would only work this way the oc. and cpuz says its running 137mhz or so.

Everest reports

with 2.6ghz oc and mem using cpu:15 divider = ram is 173mhz = mem benchy is 5xxx on the top lines usually and latency is 56 i think it was.

with 2.75 oc and mem using cpu:20 divider = ram is 137 ish the mem benchy is 4100 ish on top line usually and latency is 66 now.

So who is right and if he is how can i possibly get oc not to crash at stock speed fo 200mhz

btw timings are 2.5,3,3,8 1t
with slack timings 2.8 didnt work nomal 3,4,4,8 2t

I think ram is holding me back oh and its at 2.8v (stock volt is 2.5 for ram) and i cant increase more which is a shame. :(
 
You have DDR400 therefore it should run at least at 200 mhz... That's all I know hence I'm not thinking it's your ram...
 
It would only run ddr400 (200) if there was no oc which it does run that but when i hit a wall with a oc i.e not working oc i have to use a divider.
 
On the A64 platform you often need to run 2T, also if you have all slots filled on your mobo this may be limiting your memory clock.
 
He is running 2 sticks on a board with 4 slots so that is not the case...
Not sure if he runs 1T or 2T.

EDIT:

As per OP he's running 1T but changing to 2T and loosening the timings doesn't help.
