Why can't get full fibre?

Hi all. I am a newbie to this forum. A friend recommended it to me. He thinks one of you knowledgeable people will know the answer to my question.

On the housing estate I live in full fibre has been available for about 6 – 8 months. My Mum's house can get full fibre. I live at the bottom of my Mums Street in a flat. Where I live there are 2 block of flats 2 stories high. It's not large tower block.

Despite all the houses on the estate being able to get full fibre we can't get it in our flats. Does anybody know why that might be? Is full fibre ever going to be an option for me in my flat?

The houses on the estate I live are a mixture of bought homes and social housing (Riverside housing), Riverside owns the block of flats I live in.

I am not sure who provides full fibre in our area. I just know my Mum was cold called at her door offered to switch to full fibre. She declined as she doesn't need full fibre speeds.
