Why cant i limit FPS?

Hi Guys,
Probably a real stupid question.
I have AMD vision control centre and I cant for the life of me find where you limit the FPS

Any ideas or people willing to walk me through?

My monitor doesn't like anything above 60FPS for some reason. Its an old LG 10" Widescreen VGA monitor.

For some reason in a lot of games, if I go over say 60-70FPS I get a lot of screen tearing that VSYNC doesn't counteract and makes gaming really bad for my eyes (I have to wear glasses while gaming) and it gives me a headache. Running at 60FPS is smooth with all settings maxed out except in BF3 ofc and I can game for hours without any problem.

It's just my monitor tbh, it's 5 years old, time for a new one.
