I have a Mitsubishi Diamond Plus 92 19". Windows runs at 1600x1200 at 75hz. However when i try and play games at this resolution i often get the game starting like 2inces in and 2 inches down leaving a large black upside down L along the left and top hand of the screen. Why is this?

Under XP the default refresh rate is 60 Hz sadly. In some games, particularly old ones which don't let you control refresh rates directly, you can end up with the insisting on running in the wrong refresh rate.
There's all sorts of programs to get round it though. My favourite is ReForce, which for instance in your case could remove 1600*1200@60 Hz from the registry so windows wouldn't know that res/refresh rate was available, and the game would have to use a higher rate.
