why cant my IE7 save downloads to desktop?

using vista and IE7 and i cant seem to save any downloads anywhere as the file downloads to i presume a temp location then it wants permission to save (to desktop for example), i say yes but it still doesnt save the file anywhere.

any ideas as to why its doing this as the same download to the same location in FF works fine.

does right click/save target as not give you the option to save wherever you like. It does for me.

in some cases yes, but one thing i'm having problems is, is saving my router config, where its basically a button which activates the save dialog box.

it seems i cant save anywhere using IE! :/
