why did the car leave the circuit-Spot the Hazards

Hi in the Url a car raced around there with cold slicks in a clockwise direction,my question is what made the car leave the circuit? The rule book State they stop the race when there been a serious accident but as proved in the image they not complied as there is a car still racing around so can people give me a reason for this.If ur skilled in this subject please state Thank you very much Dan
