Why do game codes go for so little?

I was wondering why I keep seeing Dirt Showdown for example sell for sometimes as low as £10 on these forums for a game code, yet it sells for £29.99 on steam?

but yeah a lot of popular games are given with graphics cards and a lot upgrade at similar times so the game floods in and every tom dick and harry has one to sell give away.

also just cause its that price on steam doesnt mean it is everywhere else its nine quid new from various places
