Why do people pointlessly overtake?

why should he do a undertake that is a bit grey area (most coppers will see it as a undertake and do you for dangerous driving), when the person hogging lane 2 should just move in and continue at his own pace?

I know passing on the left in traffic is fine but undertaking is not.

There is a very clear definition of undertaking, and a very clear definition of passing on the left, one is wrong and will get you nicked, the other one isnt, and wont.

I must point out breaching the highway code is NOT an offence.
 

I knew about that, but if I specifically move into the left or middle hand lane to get past a guy in the right hand lane, there is still no point of distance where it changes from passing on the left to becoming an undertake when I get back into the outside lane. I can get into the middle lane, due to a buffoon being in the outside lane, only to come up to a middle lane warrior, and have to overtake him, which could be seen as undertaking the guy in the right hand lane.

Mucky_Pup said it was a serious grey area in regards to passing on the left AND UNDERTAKING. All I did is copy and paste guidance from the Highway Code. I haven't stated an opinion so you don't have to 'educate' me thanks.
