Why do some videos look split up into rectangles?

Why do some videos look split up

Ive noticed that on some fast motion videos where theres a lot of panning that sometimes the top and bottom half of the screen seem a bit split, sometimes there is a sort of line in the middle of the picture anyone know what causes it?

Could be something to do with interlacing?.

Its not interlaced and its not the bitrate either, its as if half the frame is appearing slightly before the other half. Happens on a few pcs Ive seen.

Are they encoded in Divx by any chance?

They happen in any type of file and any type of codec ive noticed.

I just remembered that I have seen this effect in doom 3 as well, in actual gameplay.

No. Its happened on other computers as well though, its a complete mystery. They all had ati cards in though, maybe theres a link?
