Why do the scrollbars appear in IE?

I'm working on a pretty large website at the moment and I'm trying to figure out why the horizontal and vertical scrollbars are appearing in the browser. There is no content beyond the viewable area of the page so I was wondering what component of the HTML needs to be changed in order for the scrollbars to disappear.

Any ideas?

I can't link to it as running locally, sorry. How can I reduce the page size?

So I should take out either height/width or padding?
