Why does C states cause my cpu vrms to whine?

The VRM next to the cpu are giving out an annoying whine at idle. However, if I turn off all the C states in the bios the noise goes away.

My question: What is causing this, and would it be possible that a bios update may fix it?

I see the voltage and clock down at the levels that the C state has whine at. So is it because C will actually turn off parts of the processor and that is the cause?

What difference does it make overall if I leave it off? I'm still within the 30 days and really don't want to be sending it back.
 
Not that this will help, however I used to have this problem years ago on an old motherboard.

The only way I resolved it was to turn off C States as you have already discovered.

I notice you are using the Master,

I am currently using the Aorus Ultra with the 9900k and dont have this problem.
