Why does GTA5 not use all my PC's power?

I have a pretty powerful pc (2080TI + 9700k) but for the life of me I just cannot get GTA5 to run well.

I have everything maxed out barring the grass (which is notoriously unoptimized).

The FPS will fluctuate from 40 to 90 but most of the time is around 65. But the kicker is that GPU and CPU usage is normally around 50-60%!?

Why won't this game use my PC to its fullest?

I appreciate this is now an old game and I've no doubt this has been discussed to death as I can't be the only one who had/has this problem.

Anyone know the deal here with GTA5?
 
I know what you're thinking but I'm running at 3440 x1440. Tried upping the resolution scale but that didn't help either.

I'm starting to think that it's just the game engine and nothing I can do to fix it?

All 8 cores of CPU are being used to some degree.
 
there is no way GPU usage is 50% what are you using to measure?

even on CSGO my GPU usage is 60-75%

it sounds like your PSU isn't supplying enough power if so. or a motherboard / software or hardware issue.

there is no way you can only be using 50% of both. cpu yes i could understand but not GPU.


All other games run fine so it's not my PSU.

I'm using afterburner. It's not 50% all the time, but as things are fluctuating there will be times where yes the GPU and/or CPU drops to like 50 or 60% and the fps is like 58 or something which is just wrong.
