Power saving, simple as.
CPU isnt being used so it down clocks to save you pennies on your electric bill. Helps prolong the life of the equipment too
Seems like quite a few of these overclocked bundles have these stability issues as I can gather from posts in the forum. The best bet is to send a webnote and not meddle with anything for the time being, OCUK should sort you out!
Another thing you can do is to check the temperatures.
be aware if u do it yourself the ocuk warranty will be gone
I really hate to say this, and I don't mean to aim this specifically at the OP, but this is what happens when you sell equipment that requires a reasonable level of enthusiast knowledge to those who don't have it.
i get the impression from reading this thread...
1. you are using a stock cooler on a 4ghz overclock
2. you expected us to preinstall your thermal paste
can you clarify if you are using the stock cooler at the overclock settings?
this is an exceptionally bad idea
thermal paste is goopy and horrible, it would be smeared all over every capacitor of your motherboard if we were to install it before it shipped.
this would cause it to short out the board.

The forums are not for customers support queries, since you paid the premium OCuK are the guys to help you.
Fair play they should have sent you out some thermal paste with the bundle but again that's for you to take up with them.
Also are you sure there is not any thermal paste included with your cooler, some heat-sinks I've brought come with some.
Try re sitting the CPU cooler to see if that will make a difference
