Why does my GPU never go above 60% usage?

I have a GTX 980 and I've noticed when gaming my GPU doesn't use more than 60% usage... I have turned V-sync on and off and have the same issue, my card is overclocked +155 core +150 mem. I noticed my CPU goes to around 38% when playing H1Z1 (my example game) and my RAM goes to around 45%. I have a G-sync monitor 144hz. I currently get around 80-90FPS in the game unless i go to a major city where i get around 30-35... surely that extra power that my GPU isn't currently using could get me more FPS? I hope i can get this solved.
 
Its definitely the GPU Usage, the temp is around 45-52c, using RivaTuner that comes with afterburner as on screen display. I also have a custom fan curve and its quite aggressive, so i'd know if it was the temps i was looking at.
 
This happen on other games? I get a similar situation on arma 3 despite my cpu not showing as being maxed on any cores. It just means you're bottlenecked somewhere.

All 4 cores go no higher than 42% so what else could be bottlenecked? I have 16gb of RAM.

UNIGINE HEAVEN uses 99% of my GPU. Most games do, just not H1z1 for some reason.

Looks like you're playing an unoptimized game. a lot of games that are open world survival/early access on steam run like total crap. DayZ is another example.
 
Are you running with vsync on or a framerate cap? Most games I run only use 30-50% of the gpu with a 60hz lock.

Removing vsync/fps cap will see the fps shoot up and the gpu usage max out.
