Why does the CPU run so slow

My girlfriend has a Fujitsu Siemens Amilo M1451G Laptop, ive just check the cpu speed and its only running between 700-800mhz. Ive checked the bios and it doesnt have the option to change the fsb or mulitplyer. When i checked the stats using Everest i noticed that it went from 800mhz upto 1733mhz before settling at what is in the report. Also the core voltage fluctuated with the increase of the cpu speed before dropping to what is in the report below. I would apprciate it if some of you could check the stats below and let me no if there is a problem with the laptop. Why would the muliplyer drop to 6 and why would the core voltage drop ???

the Mobile Intel Pentium M 740 has Support for Intel Mobile Voltage Positioning (Intel® MVP IV) syste, which means that the CPU lowers the voltage based on processor activity to lower thermal design power enabling smaller laptops.

So the less you use the CPU the less speed it goes to saves power + heat, once you start to do something it kicks back in and goes full speed.

Much like AMD's Cool N' Quite system

Wow that was a super fast reply, thanks for that. I thought there were serious problems with it. Sorry about the link as i just cut and pasted the info from the report to the post - i did think it would attempt to take you to the links page.
