Why does Window scrolling use so much CPU?

One of the things I thought Vista was supposed to do was offload some of the processing required for desktop work onto the GPU.

However, simply moving the IE scrollbar up and down causes my cpu usage to rise to around 50-70%. Likewise window resizing, but slightly worse.
 
Hmmm I'm not sure why, but testing that here on my laptop it doesn't do it.

I may be imagining things but wasn't there a known bug with certain systems that caused high CPU usage in window resizing/scrolling?
 
Turn off smooth scrolling and/or install Vista with Aero Glass. The Nvidia drivers are still crap whereas ATI just keep getting better. Nvidia has barely started implementing any of the Aero "GPU offloading" features.
