Titan production has mostly been related to professional cards or other markets, etc. also when on a new node the first few months yields are often less than ideal and take awhile to ramp up - one little defect can mean you have to write off an entire larger core while you might still get say 3 working smaller cores. Making a smaller Titan core will somewhat tie their hands going forward though eventually they can do a lineup refresh.
The Titan has always been targeted at gamer's. All the promotional stuff calls them the ultimate gaming card, The first one that hasn't been targeted directly at gamer's via the promotional work is the Volta model, but by this point they know that anything with the Titan branding is seen as a Gaming product. They know that and the Titan V was all about seeing how far they can push gamer's when it comes to pricing. Sure they pretend otherwise but that was as see-through as perspex, Next thing you know the 1080ti replacement will cost a grand. Both Nvidia & AMD seem intent on destroying PC gaming just to make a fast buck.
