Why has my internet gone slow

Yup very vague and luddite sounding title but I've exhausted my not-great networking knowledge and want to avoid phoning Talk Talk tech support!

About a week ago, around the time I installed Windows 10 on my main PC, my 'average max' download speed dropped from 3.8mbps to 2mbps. 3.8 allowed for netflix, multiple phones and youtube/browing, and downloading on steam at about 2.5mbps.

Now I'm downloading at about 1mbps on steam, with netflix on too. We get periodic drops of internet connectivity. If I set steam to download without a throttle, It takes 100% of the connection, webpages won't come up at all (chrome thinks it isn't connected to the net). The speed reduction obviously affects all devices on the network, wireless and wired, so it isnt a windows 10 driver issue.

I've reset the router, unplugged and replugged the phone cable and now run out of ideas!! We don't have a land line phone in the house so no filters need changing.

What other things can I try?

It is unlimited downloads on Talk Talk and i'm using their standard router, which has been adequate so far.
 
In my experience, this is normal for talk talk, they are oversubscribed and crap.

First thing I'd try though is the test socket. Google it
 
Disable the Wi-Fi, connect one device by Ethernet and run a speedtest or download something to find out what the actual throughput of the connection is. This will at least rule out another device consuming bandwidth. If 3.8Mb/s is what the connection syncs at then you should get ~400KB/s.
