Why higher OC ?

Why can a extreme mobo overclock a CPU higher than a Pro mainboard ? Extreme 5.2+ vs Pro 4.6,4.7,4.8 ?
What exactly does this,what parts if any gives the extreme better OCing...

I believe it has something to do with power and power management, which the higher end and more expensive motherboards can delivery a better quality/amount of power.
