why is my 280x not show 1920 x 1080 resolution

the graphic card shows the resolution offered by the monitor, so my guess is your monitor isnt 1080p, what's your monitor reference ?
 
the monitor is 27" full HD IPS, It was working with a GTX 660 but its not showing the correct setting s with the 280x
 
do you have vendor drivers for monitor installed, or just generic from windows ?
plus the ratio is supposed to be 16/9...your probleme is weird lol
 
also since I've changed card I've had a small issue, whenever i right click on desktop it take ages loading.
 
No ive not tried HDMI, how do I install the drivers ?
on windows 7

start botton> control panel > system > device management> monitor > update driver > then chose the directory you downloaded the driver into
dont have windows 8 so i dont know :p, you can also check if the file you downloaded is an executable, if so then you can skip all what i said above and just run the setup

about the slow windows, it might be motherboard drivers, or windows that needs a restore ( some corrupted file), can't really help you with that maybe if someone else knows.
