Why is my laptop running low fps?

Hey guys, I got this laptop late last year and the specs are... pretty good if you ask me, so I am wondering why I seem to constantly be getting 20fps regardless of the game I play.

For example I ran DmC Devil May Cry on Ultra at 20fps, and Low, Medium and High also at 20fps. I can't update my drivers from the AMD website (says my software is incorrect so I have to install them from the dell website).

I have everything set to High Performance

Here are my specs:

Windows 7 Home Premium 64 Bit
Dell Inspiron 7520
Intel Core i5-3210M CPU @ 2.50GHz (4 CPUs)
AMD Radeon HD 7730M
Direct X 11

Only thing is in dxdiag it says my display is Intel HD Graphics 4000 but in device manager it has both AMD Radeon HD 7730M and Intel HD Graphics 4000.
They are both enabled and I have tried disabling each individually but with the laptop won't launch any game unless I have both enabled.

Also the man who sold me it said he has the same laptop and is running the likes of Battlefield 3 at decent FPS (though that may be thought of as salesman talk but the specs ARE factually good from what I can tell)
Any ideas?
 
Likely, the AMD card isn't kicking in automatically when 3D applications start, so everything is trying to run using the on-die Intel graphics.

I had the same issue initially with my laptop, but it's a GTX 660M. In that case I just had to open the Nvidia Control Panel and set the preferred graphics chip to the "high performance" one rather than the integrated. Not sure if AMD's version of the control panel has that, but it's worth taking a look.

EDIT: Also pretty sure the i5-3210M is dual core with Hyperthreading? True quad-core mobile processors have the code "QM" instead. Regardless, the 7730M should indeed pull perfectly playable framerates in BF3, for example.

I tried setting the game in the Catalyst Control Panel but that made no difference :/

I also went into my power options and manually set my power performance to high for my card there :/
 
Having a brief look around the 'net, apparently if you right-click the desktop you should have an option stating "configure switchable graphics". In there, once you've launched a game it should allow you to configure a profile. You choose the game (or browse and choose the executable to add it), and then you can choose either "power saving" or "high performance" for that particular game. Make sure it's set to "high performance" in there (rather than Windows' own standard power options etc.).

Tried that and it didn't work either xD

I tried uninstalling all my drivers and reverting to the original setup but that doesn't seem to be of use either :(

Running out of ideas... Surely this can't be right though - it isn't using my better graphics card.
 
I'm getting fairly decent performance in BF3 out of my 7670m, which isn't as quick, with my A10 APU laptop. Perhaps the problem is the Intel driver?

You may be stuck with Dell drivers for that as sometimes they customise how the dGPU is selected by apps, or they used to anyway.

Also, ignore the AMD driver tool and download the latest Catalyst Beta driver, be sure to check the release notes for card support but nearly every beta for a while has supported the 7xxxm cards
