Why is my W7 64-bit detected as x86 instead of x64?

I'm on 64-bit windows 7, a quick check of the system properties confirms it's 64-bit and detecting 4GB ram, so why is my Program Files folder listed as x86 as if it were 32-bit and the folder name unable to be edited?
 
I believe your non 64bit programs / drivers get installed there, I have Program Files (x86) and a Program File were all 64bit program are put.
