why is vista a hog

You sound very close minded about it all to be honest.

As stated above vista just uses resources as it sees fit and does a very good job of it.

What your saying is, to be frank, a load of troff.

If i loaded up photoshop and dreamweaver (for example) in XP every time i started it it would use memory and no other program would be able to use that memory until i closed them.

However in vista, i don't need to. It can tell i run them often and pre-caches them and will automatically overwrite the memory used to do so if needs be.

And it does work. photoshop cs3 loads quite a bit faster on Vista than XP for me.

Sorry you've not had a perfect experience with vista. But that doesn't make it "buggy" as you say. Its no worse than any other bit of software. (certainly OS)
