why no reception but says reception? who's to blame?

the below screenshots were taken 2 seconds apart. one the homescreen i'm totally unaware that i have no reception, but go to my power menu and it shows as nothing, which is actually the case. the reception is going from 4/5 bars in the notifications bar.

so what's at fault here.

i'm on 4.4 nexus 5, with tmobile.

on my nexus 4 tmobile in the same place was fine, however i am noticing tmobile slowly getting worse.

only solution is to go in and out of plane mode, solves it insanty. driving me nuts as i run a business and am too used to checking i have reception in the notification bar.

I thought signal bars varied from phone to phone as there is no standard to measure it.

perhaps, but either way the phone shouldn't be telling me full signal in the notification bars, and then none in the quick settings screen. It's not like the notification one is frozen as it moves from 3/4 bars, it's just it wont show what the phone actually has, which is nothing.

Android KitKat bug. Happens on Nexus 5 as well.

I have to use the flight mode trick on my sgs2 on JB sometimes. Quite annoying.

Smart phones seem to be great at everything except being a phone these days!
