Why won't Outlook launch as an open Window?

I know I have asked this question some time ago but as I never got a satisfactory answer I thought I would try again. I am running Windows Vista and use IE7 with Outlook as my email client. Whenever I check my email I do so by clicking on the mail icon in IE. Now whilst this works perfectly one aspect of doing so drives me to distraction. When Outlook launches it does so minimised and flashing on the task bar rather than as an open Window - I then have to click on the icon before it launches the Window in front of IE. This drives me to distraction - why does Outlook not launch as an open Window? I thought it might be a compatibility problem between MS Office 2003 and Vista. However, I have recently installed MS Office 2007 and it has made no difference to the way Outlook opens. I have also tried using Windows Mail but the same thing happens - nothing seems to make the mail client launch as an open Window. This problem only occurs when launching email via IE, if I launch as a stand alone application then Outlook does launch as an open Window instead of minimised. Anyone else had this problem?
 
Obviously this one has forum members stumped? However, after further investigation I can see that Outlook is actually opening behind IE7 and not in front - is there anyway I can get it to open in front?
 
Normally people have the opposite problem, that they want prevent other programs stealing the focus. Windows default is to allow the launching application, or the one that has just updated status to take the focus (ie become the front window). Lots of people complained about this and MS provided Tweak UI to allow people to turn this off.

I can only assume that you have Tweak UI or XP Antispy or something like that which has set the appropriate registry key to prevent Outlook becoming the "focus" window".

Search for "prevent other programs stealing focus" using Google and you will find lots of info, perhaps if you reverse the step ie delete the registry key (at your own peril) or install Tweak UI and disable the focus part it should do the trick.

No Tweak UI or XP Antispy - clean install Vista? Funnily enough one day it will work OK for a couple of hours then couple of hour later reverts back to launching behind IE7. :confused:
